Wisconsin leads the nation in underage drinking, according to a report released last week on substance use and mental health.  Nearly two out of five Wisconsin residents between 12 and 20 years old have consumed alcohol, according to the report from the Substance Abuse and Mental Health Services Administration. The state's 39.5 percent rate in 2004-05 was the highest in the nation. Utah had the lowest rate at 21.3 percent.
