In Munley’s decision, he wrote that "Even if federal law did not conflict with Hazleton's measures, the city could not enact an ordinance that violates rights the Constitution guarantees to every person in the United States, whether legal resident or not." 

Levying fines against those who employ and/or house illegal aliens is NOT unconstitutional, Judge.  Those acts are already, you know, AGAINST the law.

Further, the Clinton appointee stated that Hazleton's law was at odds with current federal immigration policy, which he said avoids "excessive enforcement" against illegals so as not to jeopardize foreign relations. Hazleton, he said, failed to consider "the implications of the ordinances on foreign policy." 

WHAT???  Our judiciary has run so far afield that it’s going to consider “foreign policy” relations in matters of jurisprudence??  Now THAT’S unconstitutional.

And now, top Democratic presidential invention Barack Hussein Obama calls the decision “a victory for all Americans”.  The inmates are truly running the asylum…
